Crazy Art on First Thursday in the Pearl. Thats a monthly event, where all Art Galleries in the Pearl are open late and they even close off a whole street to exhibit art on the street as well.
Verrückte Kunst am First Thursday (jeden 1. Donnerstag im Monat haben die Kunstgalerien im Pearl District länger offen und es wird soger eine ganze Strasse abgesperrt, damit Künstler auf der Strasse ihre Werke präsentieren können).

And yes, they really do it - thats why Portland is so clean. / Nimm ein Sackerl für dein Gackerl - es funktioniert - das Konzept sollte DRINGEND nach Wien exportiert werden ;)
